Acting Medical Center Director

Daniel B. Snyder was appointed Acting Medical Center Director of the Mountain Home VA Healthcare System (MHVAHCS) on January 3, 2016

As Medical Center Director, Mr. Snyder has the overall responsibility for efficient management and operation of the general medical and surgical hospital with 114 medical, surgical, and psychiatric beds, a 120-bed nursing home care unit, a 150-bed domiciliary, an outpatient clinic in Knoxville, TN, six Community Based Outpatient Clinics (CBOCs) and three Rural Outreach Clinics. The James H. Quillen VA Medical Center at Mountain Home is a tertiary care, teaching hospital that provides a full range of patient care services with state of the art technology as well as education and research. The close and collaborative affiliation with the East Tennessee State University (ETSU) Quillen College of Medicine and ETSU Gatton School of Pharmacy, which is entirely housed on the west end of the VA campus, provides a healthcare environment of innovation and quality.

Mr. Snyder has a 34-year career with the Department of Veterans Affairs, having served the last 3 1/2 years as Associate Director at the Mountain Home VA Medical Center. Prior to that, he served in various management roles, including Chief Engineer; Senior Resident Engineer; Chief, IRM and Chief, Facilities Management at different government facilities.

Mr. Snyder received a Bachelor of Science degree in Civil Engineering from West Virginia University Institute of Technology and a Master of Business Administration from Middle Tennessee State University. Mr. Snyder is a member of the VA’s Executive Career Field Development Class of 2010, American College of Healthcare Executives (ACHE) and is a VA certified mentor at the fellow level.

Chief of Staff

David S. Hecht, MD, MBA, was named Chief of Staff effective July 2012. In this role, Dr. Hecht is responsible for all clinical issues that affect the medical staff, and for overseeing the clinical, teaching, and research services provided by it. In addition, he serves as a Clinical Associate Professor of Surgery at the East Tennessee State University’s James H. Quillen College of Medicine.

Prior to this appointment, Dr. Hecht held the position of Chief of Surgery at Mountain Home VA Medical Center. During his tenure as Surgery Chief, he facilitated the coordination of significant process improvements that led to increased productivity and efficiency throughout the operating theater and surgical wards while improving quality initiatives as measured by the National Surgical Quality Improvement Program.

Dr. Hecht graduated from the University of Virginia with a B.A. in psychology in 1992 and from the University of Medicine and Dentistry of New Jersey/Robert Wood Johnson Medical School in 1996. He completed his General Surgery Residency at the University of Florida, Shands Hospital in Jacksonville in 2001 where he was Chief Resident and received the Emmett F. Ferguson, Jr., Award for Outstanding Surgical Resident. In December 2009, he completed the Physician Executive MBA Program at the University of Tennessee.

Prior to coming to the VAMC, he was CEO of Mountain Empire Medical and Surgical Associates, PLLC, a multispecialty private practice in Elizabethton, Tennessee. Dr. Hecht joined the James H. Quillen VAMC as Chief of General Surgery in August 2008, and has been Chief of Surgery since July 2010.

Associate Director for Patient Care/Nursing Services

Linda M. McConnell was appointed as the Associate Director for Patient Care/Nursing at the James H. Quillen VA Medical Center in July 2008. Ms. McConnell provides oversight and leadership for Nursing Service, Social Work Service, Chaplain Service, Education and Staff Development Service and Sterile Processing Service.

Ms. McConnell has functioned in a variety of leadership and administrative positions at several Veterans Health Administration (VHA) Medical Centers. She has over 35 years of experience in nursing, management and administration. She is active with and supports professional organizations including the American Organization of Nurse Executives, the American College of Healthcare Executives and Sigma Theta Tau International Honor Society of Nurses.

Ms. McConnell earned her Bachelor of Science Degree in Nursing from the University of Texas at Tyler, and her Master of Science Degree in Nursing from the University of Texas at El Paso, Texas. She is certified as a Nurse Executive, Advanced by the American Nurses Credentialing Center and she is a Fellow in the American College of Healthcare Executives.
