Medical Center Director
Charlene Ehret, FACHE, was appointed as Medical Center Director of the Mountain Home VA Medical Center (VAMC) on July 23, 2006.
As Medical Center Director, Ms. Ehret has the overall responsibility for efficient management and operation of the general medical and surgical hospital with 114 medical, surgical, and psychiatric beds, a 120-bed nursing home care unit, a 295-bed domiciliary, an Outpatient Clinic in Knoxville, TN, four Community Based Outpatient Clinics (CBOCs) and three Rural Outreach Clinics.
Ms. Ehret is a native of Kentucky and received her undergraduate degree from the University of Memphis and her graduate degree from the University of Utah. She joined the Veterans Administration in 1972 and before her assignment to Mountain Home; she worked at seven different Veterans Affairs Medical Centers as follows:

Ms. Ehret is a fellow in the American College of Healthcare Executives (ACHE). She is a mentor/preceptor in the Executive Career Field Program and an affiliate instructor of administrative residents and interns. She is active in Senior Executive Association and the Johnson City Chamber of Commerce. Ms. Ehret is the Chairperson of the VISN 9 Healthcare Quality and Value Board.
Daniel B. Snyder, PE, MBA, was selected as Associate Director of the James H. Quillen VA Medical Center in September 2011. Mr. Snyder is responsible for the general operation and has overall responsibility for the administrative and support activities for this 529 bed facility.
Mr. Snyder received a Bachelor of Science degree in Civil Engineering from West Virginia and a Master of Business Administration from Middle Tennessee State University. Additionally, he holds a Professional Engineer license in Tennessee and North Carolina.
Mr. Snyder is a member of the VA’s Executive Career Field (ECF)Development Class of 2010. He was first employed by the VA in 1981 and has served in various engineering roles. During his ECF training he has served in the Associate Director role at several VA medical centers including Mountain Home, TN; Durham, NC; Bay Pines, FL; Cleveland, OH; Murfreesboro and Nashville, TN; and Asheville, NC.
Chief of Staff
David S. Hecht, MD, MBA, was named Chief of Staff effective July 2012. In this role, Dr. Hecht is responsible for all clinical issues that affect the medical staff, and for overseeing the clinical, teaching, and research services provided by it. In addition, he serves as a Clinical Associate Professor of Surgery at the East Tennessee State University’s James H. Quillen College of Medicine.
Prior to this appointment, Dr. Hecht held the position of Chief of Surgery at Mountain Home VA Medical Center. During his tenure as Surgery Chief, he facilitated the coordination of significant process improvements that led to increased productivity and efficiency throughout the operating theater and surgical wards while improving quality initiatives as measured by the National Surgical Quality Improvement Program.
Dr. Hecht graduated from the University of Virginia with a B.A. in psychology in 1992 and from the University of Medicine and Dentistry of New Jersey/Robert Wood Johnson Medical School in 1996. He completed his General Surgery Residency at the University of Florida, Shands Hospital in Jacksonville in 2001 where he was Chief Resident and received the Emmett F. Ferguson, Jr., Award for Outstanding Surgical Resident. In December 2009, he completed the Physician Executive MBA Program at the University of Tennessee.
Prior to coming to the VAMC, he was CEO of Mountain Empire Medical and Surgical Associates, PLLC, a multispecialty private practice in Elizabethton, Tennessee. Dr. Hecht joined the James H. Quillen VAMC as Chief of General Surgery in August 2008, and has been Chief of Surgery since July 2010.
Associate Director for Patient Care/Nursing Services
Linda M. McConnell, RN, MSN was appointed as the Associate Director for Patient Care/Nursing Services at the James H. Quillen VA Medical Center at Mountain Home, Tennessee in July 2008. Ms. McConnell provides oversight and leadership for Nursing Service, Chaplain Service, Learning Resources Service, Social Work and Voluntary Service.
Ms. McConnell has functioned in a variety of leadership and administrative positions at several Veterans Health Administration (VHA) Medical Centers. She joins the Executive Leadership Team with over 30 years of experience in nursing and 20 years in nursing management and administration. Prior to this appointment, Ms. McConnell was the Associate Director Nursing Services at the VA Medical Center in Richmond, Virginia. She is active with professional organization including the American Organization of Nurse Executives, the American College of Healthcare Executives, and Sigma Theta Tau International Honor Society of Nurses.
Ms. McConnell earned her Bachelor of Science Degree in Nursing from the University of Texas at Tyler, and her Master of Science Degree in Nursing from the University of Texas at El Paso, Texas. She is certified as a Chief Nurse Executive by the American Nurses Credentialing Center and she is a Fellow in the American College of Healthcare Executives.
