Medical Center Director
On January 8, 2017, Dean B. Borsos was appointed as Medical Center Director of the Mountain Home VA Healthcare System (MHVAHCS).
Mr. Borsos is responsible for the efficient management and operation of the general medical and surgical hospital with 104 medical, surgical, and psychiatric beds, a 120-bed nursing home care unit, a 150-bed domiciliary, an outpatient clinic in Knoxville, Tennessee, six (6) outpatient clinics and three (3) rural outreach clinics. The James H. Quillen VA Medical Center at Mountain Home is a tertiary care, teaching hospital that provides a full range of patient care services with state of the art technology as well as education and research.
Mr. Borsos served as the Commander of the Air Force Medical Support Agency (AFMSA), Falls Church, Virginia. The agency oversees execution of the Air Force Surgeon General’s policies and programs in support of Air Force expeditionary capabilities and national security strategy.
He is an innovative leader and executive with 27 years of experience in managing health care systems and business operations as a CEO, CFO and COO, including 10 years at the Department of Defense and Air Force levels.
Mr. Borsos has a Masters in Health Services Administration from Ohio University, Athens, Ohio, 1989. He completed Squadron Officer School, 1995, Air Command and Staff College, 2001, Air War College, 2005, Lean for Healthcare, University of Tennessee, 2011, Interagency Institute for Federal Health Care Executives, 2011, and Air Force Enterprise Leadership Seminar, University of North Carolina, 2016.
He is board-certified in health care administration. Mr. Borsos is a Credentialed Fellow, 2003, and Diplomate, 2007, of the American Academy of Medical Administrators (AAMA) and a member of the American College of Healthcare Executives (ACHE).

Chief of Staff
On September 28, 2016, David S. Hecht, MD, MBA, was appointed as Acting Medical Center Director of the Mountain Home VA Healthcare System (MHVAHCS) and continued the assignment until January 7, 2017 when a new director was named.
David S. Hecht was named Chief of Staff effective July 1, 2012. In this role, Dr. Hecht is responsible for all clinical issues that affect the medical staff and for overseeing the clinical, teaching and research services provided by it. In addition, he serves as a Clinical Associate Professor of Surgery and Associate Dean for Veterans Affairs at East Tennessee State University’s James H. Quillen College of Medicine.
Prior to this appointment, Dr. Hecht held the position of Chief of Surgery at James H. Quillen VA Medical Center. During his tenure as Surgery Chief, he facilitated the coordination of significant process improvements that led to increased productivity and efficiency throughout the operating theater and surgical wards while improving quality initiatives as measured by the National Surgical Quality Improvement Program.
Dr. Hecht graduated from the University of Virginia with a B.A. in psychology in 1992 and from the University of Medicine and Dentistry of New Jersey/Robert Wood Johnson Medical School in 1996. He completed his General Surgery Residency at the University of Florida, Shands Hospital in Jacksonville, Florida in 2001 where he was Chief Resident and received the Emmett F. Ferguson, Jr., Award for Outstanding Surgical Resident. He is also a Fellow of the American College of Surgeons. In December 2009, he completed the Physician Executive MBA Program at the University of Tennessee.
Prior to coming to JHQVAMC, he was CEO of Mountain Empire Medical and Surgical Associates, PLLC, a multi-specialty private practice in Elizabethton, Tennessee. Dr. Hecht joined James H. Quillen VAMC as Chief of General Surgery section in August 2008, and was appointed Chief of Surgery in July 2010.

Associate Director for Patient Care/Nursing Services
Deborah Eddy was appointed as the Associate Director for Patient Care/Nursing at the James H. Quillen VA Medical Center in September 2017. Ms. Eddy provides oversight and leadership for Nursing, Social Work, Chaplain, Education and Staff Development, and Sterile Processing Services.
Ms. Eddy has functioned in a variety of leadership and administrative roles in private sector facilities and within the Mountain Home VA Healthcare System. She has more than 27 years of experience in nursing and administration. She is a member of the American College of Healthcare Executives and Oncology Nursing Society.
Ms. Eddy earned her Bachelor of Science Degree in Nursing and her Master of Science Degree in Nursing from East Tennessee State University. She is certified as a Nurse Executive from the American Nurses Credentialing Center and as an Oncology Certified Nurse from the Oncology Nursing Society.

Dr. Noe was named Associate Director effective October 2018.
She previously served as the Deputy Chief of Staff since 2013. In this role, Dr. Noe provided leadership and oversight to the ancillary clinical services including Audiology and Speech Services, Dental Services, Laboratory and Pathology Services, Physical Medicine and Rehabilitation Services, Telehealth Services, and Radiology Services. In addition, she served as a Rehabilitation Specialist to the National Audiology and Speech Pathology National Program Office and an Associate Professor in the Department of Communicative Disorders at East Tennessee State University.
Dr. Noe has a 22-year career with the Department of Veterans Affairs, having served 21 of those years in the Mountain Home VA Healthcare System. Dr. Noe graduated from East Tennessee State University with her BS in Communicative Disorders (1989) and MS in Audiology (1991). She graduated with her Ph.D. in Hearing Science from The Ohio State University (OSU) in 1994. Following graduation at OSU and took a position with Mountain Home as a research Audiologist. She received the Frank B. Walkup Distinguished Service Award in 2010 and Honors of the Association in 2014 from the Association of VA Audiologists.

Deputy Chief of Staff
Dr. Angela May is the Deputy Chief of Staff. She was previously the ACOS of Geriatrics and Extended Care/Physical Medicine Rehab Services. She served as the Medical Director of the Community Living Center since 2007. Dr. May received a BS in Biology with a minor in Chemistry from Southern Adventist University and her Doctor of Medicine from the Quillen College of Medicine, East Tennessee State University. She completed her residency and Chief Residency in Internal Medicine at the University of Virginia Internal Medicine Program in Salem, Virginia. Dr. May is a second-generation physician from a family committed to medical care in the area. She grew up making house calls and working in the medical office of her parents, both physicians who provided needed medical care in this Appalachian area. Other physicians in the family included two brothers and several cousins in addition to her parents. In 2003 Dr. May had several patients on active reserves who were called to the Iraqi War invasion. It was during this time, as many providers in the area were declining to care for active duty military who now had Tri-Care insurance, that Dr. May felt led to accept a position at James H. Quillen VAMC where she could provide care to “he who shall have born the battle.” She remains committed to this mission both in individual care for patients and in the development of healthcare solutions for population health.
